Dark Legion Era Earth Campaign, Whitestar Only?

I am working on an Earth based campaign set in the Dark Legion era. Why might Whitestar allow freelancers to help them? I would like to allow characters from outside of Whitestar,but I am having trouble figuring out a good reason to for them to even be allowed on Earth, let alone to help.

I assume you have the Dark Eden book. Whitestar isn't the only major presence on earth. All corps save Mishima have decent contingents among the tribes and could use freelancers for dangerous missions.

There's a pretty large discrepancy between what certain books say about Whitestar, just assume that it has a very tenuous control over the comings and goings of the corporations.

What would be some good literature to read for inspiration? I am especially interested in stuff that can help me describing scenes.

Besides the Dark Eden book? Not much, in fact the only other source would be the ages old WarZone supplement also called Dark Eden.

The MC3 DE book has lost some of its content between the preview and the final form, so if you are a backer look into the preview for more info.
