Do shoulder pads add or stack?

On page 242 in the rule book, it clearly states that each location only uses the highest soak value. In the shoulder pads section it states that wearing shoulder pads in pairs add additional soaks if worn in pairs (Head or head and body).

I'm wondering if this is designed to work with ballistic nylon clothing to give a soak to the head or if you can combine it with things like Hussar armor to gain the +1 bonus as it's not actually stacking but adding?
I hope I articulated my question well enough.

To clarify if I were to wear Hussar mkIV with a pair of light military shoulder pads, would the soak remain 3/3/2/2 or become 4/4/2/2 as the shoulder pads add +1 to the head and torso? The arms would not receive a bonus as they only provide 1 soak and not +1.

The bonus from a pair of shoulder pads applies over the top of other armour worn.

However, the full suits of armour for each corporation - such as the Hussar Mk. IV - already include Shoulder Pads (it's why it's 3/3/2/2 - the armour is 2 all over, with +1 to Head and Torso because of military shoulder pads).

All the corporate armour listed in the rulebook, barring the Cybertronic implanted armour, has shoulder pads. In sourcebooks... assume all full suits of armour (providing armour to all locations) includes shoulder pads. The separate ones are only really included if you're using piecemeal armour (shoulder pads and a bullet-proof vest, for example).
