Momentum Bonus Damage vs Penetration

What is the difference of these two? It is simpler remove the Penetration, because both have the same effect in the end, do +1 damage to the objetive.

You use one for NPC with armour and the other with NPC without armour? I dont get why have 2 of them.

I asked the same thing in a proofreading report. Totally agree, I could not come up with a reason why Penetration would be included unless the PC's didn't know how much soak the target had, and wanted to wound or incapacitate without accidentally killing. If you use your momentum on excess Penetration, you won't do more damage than you roll and extra momentum is essentially lost if you have too much Penetration.

I'd make Penetration ignore 2 Soak, up to 1/2 the total Armor. Otherwise, yea, there's no point to Penetration instead of extra damage.
